Description: design and implement limited (d&i) is a specialised regulation consultancy operating solely in areas where our personnel have a distinctive capability. The company was founded in July 2002 by Andrew Jackson and John Bennett. We are both are experienced energy consultants having worked in the liberalised electricity sector since 1991 and 1989 respectively. We have worked together since 1996, initially with St Clements Services (the England and Wales REC’s in-house consultancy) and subsequently in several commercial consultancy firms. Initially we were two of the five senior staff from St Clements Services who established Lacuna Consulting in 1997. This firm was later sold to Putnam Hayes and Bartlett which was the world’s leading utility reform consultancy where we were junior partners. PHB was subsequently acquired by PA consulting, where we worked prior to joining Logica Consulting to establish its electricity consulting expertise. We have extensive experience in the deregulation of wholesale and retail electricity markets and support both policy makers and market participants in the design of competitive market structures and support in their effective implementation. With respect to wholesale market reform, this includes the financial, economic, technical, financial, legal and IT arrangements between market participants.
