Home - PHL, Inc. PHL, Inc. is a not-for-profit Missouri corporation formed in February 2005 by four businessmen from St. Louis and St. Charles counties. PHL, Inc.’s goal is simple – repair, replace, purchase, improve and build athletic facilities and equipment for public school districts in the St. Louis metropolitan area. Each project will include an on-going maintenance program – initially managed and operated by PHL, Inc. but eventually turned over to the controlling school district.
